March 1 arrives the same time every year.
So why are so many organizations still not ready for it?
Tier II reporting has had the same deadline since 1988; every EHS professional knows it and yet the weeks before March 1 look the same year after year: data pulled from memory, quantities estimated, reports submitted with fingers crossed.
The deadline isn't the problem. The problem is what doesn't happen in the eleven months before it.
The data problem
Most facilities can't accurately answer the core Tier II question: what was the maximum amount of each hazardous chemical on-site at any point during the year?
So, teams do what they can: they estimate, they round up to stay "safe”, they lean on a consultant to make sense of what's there and they file a report that is submitted but not defensible.
What most teams don't realize is that overreporting carries real risk too. Regulators and LEPCs review submissions over time. Consistent overstatement raises questions about inventory control and invites exactly the scrutiny it was meant to avoid.
Accuracy should be the bare minimum, then a strategy can be built.
The bigger picture
Behind the filing is a serious responsibility. EHS teams are accountable for the safety of people in their facilities, for environmental impact, for ensuring the right information is available if something goes wrong. That responsibility deserves better than an annual estimate.
When chemical data is tracked continuously at container level, across every site, March 1st becomes a review, not a rescue. That is the shift from chemical custody to chemical strategy.
